Elliot Carhart


EMS Performance & Research Coordinator

Elliot Carhart is the EMS Performance & Research Coordinator for Pinellas County (FL) EMS & Fire Administration and an Associate Professor of Emergency Services at Jefferson College of Health Sciences. He is a multi-disciplined health care provider whose experience in EMS spans 16 years in a variety of roles and delivery models. Prior to joining the faculty of Jefferson College in January 2012, he was a firefighter/paramedic with the Pinellas Park (FL) Fire Dept. and an adjunct faculty member at St. Petersburg College. He is also a registered respiratory therapist and holds critical care credentials in both fields. He is a former SWAT medic and served as a medic with the National Disaster Medical Service as a member of Disaster Medical Assistance Team (DMAT) FL-3.

He completed his undergraduate education at St. Petersburg College, where he earned a bachelor’s degree in public safety administration and associate degrees in emergency medical services (EMS) and respiratory care. He went on to earn his MA from Ball State University along with his MHSc and EdD from Nova Southeastern University. His doctoral studies focused on health care education and his dissertation investigated the impact of human factors training on prehospital medical errors in a simulated prehospital environment. His research interests include matters of prehospital respiratory care and health care simulation pedagogy.

Dr. Carhart has received numerous awards and commendations over the course of his career, including the 2015 Regional Award for Outstanding Prehospital Educator from the Western Virginia EMS Council, the “Best Research” award from the UCLA Prehospital Care Research Forum (2012 & 2013) and “Best Oral Research Presentation” award (2013, 2014, & 2015). He was the 2008 Pinellas Park Fire Department “Employee of the Year” and was similarly recognized in 2007 as “Paramedic of the Year.” His work has been published in Prehospital Emergency Care, Prehospital & Disaster MedicineRespiratory Care, JEMS, and EMS World. Dr. Carhart serves on the review board for the Internet Journal of Allied Health Sciences and Practice, he is a member of the editorial advisory board for EMS World, and is an Associate of the UCLA Prehospital Care Research Forum.
